Heat Cost Allocation and Billing

Heat cost allocation is the distribution of a building’s total energy consumption among its individual units according to measured consumption. In Türkiye it rests on Law no. 5627 on Energy Efficiency and the Regulation on the Allocation of Heating and Domestic Hot Water Costs in Central Heating and Domestic Hot Water Systems, published in Official Gazette no. 26847 of 14 April 2008.

How is each share calculated?

Heating cost splits into a consumption-based part and a fixed part. The regulation requires a portion of the heating cost to be distributed by the usable area of each unit and the remainder by measured consumption. The fixed part is deliberate: a flat that never turns on its heating still benefits from the warmth of its neighbours and shares the building’s common losses.

For domestic hot water, the cost of the water itself and the fuel used to heat it are calculated separately. Without that separation, a flat consuming hot water pays for the cold water twice.

What does the resident receive?

Each unit gets an individual cost statement showing the opening and closing index, consumption, unit price and amount, with the formula printed on the document. When a resident asks where the figure came from, the answer is on the paper.

Is heat cost allocation mandatory in Türkiye?

Yes. In buildings with central heating and more than one independent unit, measuring and allocating consumption is a legal obligation under Law no. 5627 and the regulation published in Official Gazette no. 26847.

Why does a flat that never heats still pay?

Part of the heating cost is distributed by usable area regardless of consumption, because an unheated flat still benefits from neighbouring units and common areas and shares the building’s heat losses.

What is the difference between a heat meter and a heat cost allocator?

A heat meter (calorimeter) measures flow and the temperature difference between supply and return, giving actual energy consumption in kWh. A heat cost allocator is mounted on a radiator and produces a proportional unit rather than an absolute energy figure. Riser-based systems use heat meters; radiator-based systems use allocators.
